Lilly Behavioral Healthcare Leadership Award

Pharmaceutical firm Eli Lilly and Company has issued a call for applications for its 2002 Behavioral Healthcare Leadership Awards, which honor outstanding addiction and mental-health organizations.

The 2002 awards will be made in three areas: leadership in clinical and program innovations; leadership in demonstrated measures of program performance and performance improvement; and leadership in a time of disaster -- the latter springing from the Sept. 11 attacks and their aftermath.

Winning organizations will receive a $2,500 grant, recognition at the September 2002 Behavioral Healthcare and Informatics Tomorrow conference, and opportunities for press coverage.

Applications are due April 1.

ELECTRONIC JOURNAL OF SOCIAL WORK BEGINS PUBLICATION

The College of Social Work at the University of South Carolina is pleased to announce the publication of a new journal, the Electronic Journal of Social Work (EJSW). The journal will be published totally online and it will be available to subscribers free of charge. It will be published three times each year, under the auspices of the College's
Center for Technology in Social Work Education and Practice.

EJSW is a scientific peer-reviewed electronic journal that publishes papers from all areas of social work education and practice. Using the tools of information and communication technologies, the journal provides an avenue for quick, reliable and systematic dissemination of knowledge. EJSW provides a beneficial tool for academicians, practitioners, researchers, and policy makers.

Goutham M. Menon, a member of the College's faculty and director of the Center for Technology in Social Work Education and Practice, is the Managing Editor of EJSW. The journal's Board of Editors is comprised of leading scholars who represent the wide range of research interests in the field.

The inaugural issue of EJSW is now available. The journal is located at http://www.ejsw.net.

Adults with Schizophrenia Needed for NIMH Genetic Study

The NIMH Clinical Brain Disorders Branch needs adults diagnosed with schizophrenia or adults diagnosed with schizoaffective disorder/depressed type to participate in genetic research. This promising study is designed to identify the genetic and environmental factors that increase the risk of developing schizophrenia. No change in medication is required. Volunteers are interviewed and blood is drawn for a genetic analysis. There are also many other procedures in which the volunteer can participate. These include a number of routine clinical, neurological, and cognitive testing procedures. Parents and siblings can also participate. All participating family members are compensated for the tests completed. Travel and lodging assistance is also available. NIMH Seeks Volunteers with Chronic Schizophrenia

The Clinical Brain Disorders Branch, specializing in the field of schizophrenia, is conducting a six-month inpatient research study at the National Institutes of Mental Health, a pre-eminent research facility, in Bethesda, Maryland. The program is free of charge, involving extensive diagnostic evaluations, medication-free studies, neuroimaging, cognitive and neurological testing. Compassionate, competent staff also offer: art & music therapy, educational groups, & occupational & recreational therapy. Participants must be between the ages of 18 and 55, be diagnosed with schizophrenia or schizoaffective disorder, and be free of significant medical/neurological illnesses and active substance abuse. Guide To Screening Nursing Home Applicants For Mental Illness

A new guide to understanding federal requirements in screening for mental illness in nursing home applicants was released recently by the Substance Abuse and Mental Health Services Administration (SAMHSA). Under federal
law, all applicants for admission to a nursing facility must be screened to identify those suspected of having a mental illness, and those suspected of having serious mental illness (SMI) must be refereed to a more in depth assessment called the Preadmission Screening and Resident Review (PASRR).

The purpose of the PASRR screen is to determine whether a prospective nursing facility resident requires the level of services ( medical/physical) that the nursing facility provides. Furthermore, this screen also must determine if an applicant needs specialized mental health services. A new PASRR assessment also is required when a nursing facility
resident's physical or mental status changes.

The PASRR program has been in place since the early 1990's, as part of the Nursing Home Reform Act. Federal PASRR Regulations provide some leeway in interpretation of policy to the States, thus resulting in some variation in implementation. This report of PASRR policy is based on a review and comparison of current law, regulations, and State guidance. It is intended to help State and local authorities and nursing facilities understand their responsibilities for ensuring appropriate admission and treatment of individuals with mental illness applying to and residing in nursing facilities.

The Consultant will provide overall technical assistance to the Ministry of Social Affairs, Labour, Vocational Training and Youth Rehabilitation (MOSALVY) with regard to child protection matters, in particular, sexual exploitation and trafficking of children, street children, children in need of alternative care, children in conflict with the law, children with disabilities. He/she will be based in the Directorate of Social Affairs.

Main responsibilities:
- Provide overall technical assistance to the Directorate of Social Affairs and its Departments in the planning,
review and coordination of its activities and in providing technical inputs on specific issues upon request
- Support the implementation of activities supported by UNICEF under its current Programme of Cooperation
with the Government of Cambodia: reintegration and follow up of children; social work training; community-based child protection networks; capacity building of social affairs departments in urban and urbanising border areas.
- Provide technical assistance to the Ministry in the implementation of the recommendations of the study on
Alternative Care for Children carried out in 2001.
- Act as Team Leader for all UNICEF technical assistance to the Ministry: supervise the Organizational
Development Advisor to the State Secretariat and liaise with other Ministry Advisors and UNICEF staff and consultants.
Minimum qualifications:
- university/professional degree in social work or related field
- experience with social work/social service planning and management, preferably focusing on child protection/ child welfare
- demonstrated management and organization skills
- experience providing technical assistance/on-the-job training to government in a developing country preferred
- Cambodia experience preferred
- English/French; Khmer an asset
